Senate says 21.5 percent of 2012 budget implemented, summons Finance Minister

There appears to be no end in sight in the face-off between the presidency and the National Assembly over the implementation of 2012 budget as the Senate on Tuesday said the executive has only implemented 21.5 percent of the 2012 budget.
